Brian Fitzpatrick of Pennsylvania, Thomas Massie of Kentucky, Tom Barrett of Michigan and Warren Davidson of Ohio. The resolution was introduced by Rep. Gregory Meeks of New York, the senior Democrat on the House Foreign Affairs Committee.<\/p>\n<p>The vote amounted to a bipartisan rebuke of the administration&#8217;s handling of the war, which polling has shown to be unpopular with much of the public. Supporters framed the resolution as an assertion of Congress&#8217;s constitutional authority over decisions to commit U.S. forces to combat.<\/p>\n<p>The measure had been scheduled for a vote before the House left for its Memorial Day recess, but Republican leaders sent members home early when it appeared the largely Democratic-backed resolution had enough GOP support to pass. The extended break did not erode that support.<\/p>\n<p>The resolution is largely symbolic and now heads to the Senate. Even if it passes there, Trump is expected to contest its authority.
