{"id":8671,"date":"2025-07-28T14:28:42","date_gmt":"2025-07-28T18:28:42","guid":{"rendered":"https:\/\/miaminewsnetwork.com\/?p=8671"},"modified":"2025-07-28T14:28:43","modified_gmt":"2025-07-28T18:28:43","slug":"china-urges-global-consensus-on-balancing-ai-development-security","status":"publish","type":"post","link":"https:\/\/miaminewsnetwork.com\/?p=8671","title":{"rendered":"China urges global consensus on balancing AI development, security"},"content":{"rendered":"\n<p>China\u2019s Premier Li Qiang warned Saturday that artificial intelligence development must be weighed against the security risks, saying global consensus was urgently needed even as the tech race between Beijing and Washington shows no sign of abating.<\/p>\n\n\n\n<p>His remarks came just days after US President Donald Trump unveiled an aggressive low-regulation strategy aimed at cementing US dominance in the fast-moving field, promising to \u201cremove red tape and onerous regulation\u201d that could hinder private sector AI development.<\/p>\n\n\n\n<p>Opening the World AI Conference (WAIC) in Shanghai on Saturday, Li emphasised the need for governance and open-source development, announcing the establishment of a Chinese-led body for international AI cooperation.<\/p>\n\n\n\n<p>\u201cThe risks and challenges brought by artificial intelligence have drawn widespread attention\u2026 How to find a balance between development and security urgently requires further consensus from the entire society,\u201d the premier said.<\/p>\n\n\n\n<p>Li said China would \u201cactively promote\u201d the development of open-source AI, adding Beijing was willing to share advances with other countries, particularly developing ones.<\/p>\n\n\n\n<p>\u201cIf we engage in technological monopolies, controls and blockage, artificial intelligence will become the preserve of a few countries and a few enterprises,\u201d he said.<\/p>\n\n\n\n<p>\u201cOnly by adhering to openness, sharing and fairness in access to intelligence can more countries and groups benefit from (AI).\u201d<\/p>\n\n\n\n<p>The premier highlighted \u201cinsufficient supply of computing power and chips\u201d as a bottleneck.<\/p>\n\n\n\n<p>Washington has expanded its efforts in recent years to curb exports of state-of-the-art chips to China, concerned that these can be used to advance Beijing\u2019s military systems and erode US tech dominance.<\/p>\n\n\n\n<p>For its part, China has made AI a pillar of its plans for technological self-reliance, with the government pledging a raft of measures to boost the sector.<\/p>\n\n\n\n<p>In January, Chinese startup DeepSeek unveiled an AI model that performed as well as top US systems despite using less powerful chips.<\/p>\n\n\n\n<p>\u2013 \u2018Pet tiger cub\u2019 \u2013<\/p>\n\n\n\n<p>At a time when AI is being integrated across virtually all industries, its uses have raised major ethical questions, from the spread of misinformation to its impact on employment, or the potential loss of technological control.<\/p>\n\n\n\n<p>In a speech at WAIC on Saturday, Nobel Prize-winning physicist Geoffrey Hinton compared the situation to keeping \u201ca very cute tiger cub as a pet\u201d.<\/p>\n\n\n\n<p>\u201cTo survive\u201d, he said, you need to ensure you can train it not to kill you when it grows up.<\/p>\n\n\n\n<p>In a video message played at the WAIC opening ceremony, UN Secretary-General Antonio Guterres said AI governance would be \u201ca defining test of international cooperation\u201d.<\/p>\n\n\n\n<p>The ceremony also saw the French president\u2019s AI envoy, Anne Bouverot, underscore the \u201can urgent need\u201d for global action.<\/p>\n\n\n\n<p>At an AI summit in Paris in February, 58 countries including China, France and India \u2014 as well as the European Union and African Union Commission \u2014 called for enhanced coordination on AI governance.<\/p>\n\n\n\n<p>But the United States warned against \u201cexcessive regulation\u201d, and alongside the United Kingdom, refused to sign the summit\u2019s appeal for an \u201copen\u201d, \u201cinclusive\u201d and \u201cethical\u201d AI.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>China\u2019s Premier Li Qiang warned Saturday that artificial intelligence development must be weighed against the security risks, saying global consensus was urgently needed even as the tech race between Beijing and Washington shows no sign of abating.
